Tim Brennan, Public Policy and Economics, in Baltimore Sun

In his op-ed for the Baltimore Sun, “The connection between blackouts and electricity ‘decoupling,’” Tim Brennan, professor of public policy and economics, examines Maryland’s policy of separating utility companies’ earnings from the amount of electricity they sell. Brennan argues that although this practice “get[s] utilities to carry out energy-efficiency programs that the legislature lacks the political will to fund,” it also hurts consumers and the “unintended consequence is slower outage repair.”
