Since the beginning of the campaign, former Governor Bob Ehrlich has proposed spending and cuts that would add $785 million to Maryland’s operating budget, according to a nonpartisan study. “We have a saying in the budget business,” said Neil Bergsman, public policy, “When you find yourself in a hole the first thing you should do is stop digging.”
