While it’s common for candidates for statewide offices elsewhere to release their personal income tax returns to show they don’t have conflicts of interest, Maryland’s leading candidates for governor haven’t been quick to make theirs public.
Donald Norris, chair and professor of public policy, was quoted in a July 7 Associated Press story, saying that it’s in the public interest for candidates to release their income tax returns.

In a story that appeared in the July 6 issue of the Examiner, Norris was tapped as an expert on the Baltimore States Attorney’s Race between Gregg Bernstein and incumbent Patricia C. Jessamy. Norris argues that Bernstein, who is white, will have difficulty overcoming Jessamy’s support among black politicians and religious leaders.
