When Maryland Governor Martin O’Malley was introduced by his deputy in Baltimore last week as "the best governor in America," he launched his reelection campaign without a single new promise or once uttering his opponent’s name. In fact, O’Malley often spent as little as 50 seconds in each of his speeches alluding to Ehrlich. Donald Norris, chair and professor of public policy, said that resembled a tried-and-true political tactic. "Politicians use this all the time. They try to look beyond or ignore their opponent to try to put themselves on a higher plane and not give them much attention," Norris said.
