The Baltimore Sun used the expertise of Donald Norris, chair and professor of public policy, to develop the methodology and help with the questions in a survey that Baltimore’s dispatched journalists asked during Mayor Shelia Dixon’s trials. The journalists went to 25 city neighborhoods that mirrored the average race, gender, age and median income of the city.
