The Baltimore Sun used the expertise of Donald Norris, chair and professor of public policy, to create a map of Baltimore’s dispatched journalists during Mayor Shelia Dixon’s trials. The journalists went to 25 city neighborhoods that mirrored the average race, gender, age and median income of the city.
