A Baltimore Sun investigation reveals that the Baltimore City Foundation is a source of money on demand with almost no oversight. Formed in 1981 to raise money and benefit city programs for the underprivileged, the foundation helps pay for projects such as summer jobs program for youths, funeral expenses for homicide victims and home smoke alarms for the needy. However, this investigation questions how the money is spent, and the foundation asks few questions. “It appeared that the foundation either was used … for a political contribution or the foundation itself used funds intended for recreational programs to support the mayor’s inauguration,” said Donald Norris, professor and chair of the public policy department. "Either would be considered improper, if not illegal.”
